Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are issued from multiple capitals. Significant resources is devoted on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from across the border, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense activated: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from ruin and another blackout.
Ongoing Risks
Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it continued its flight toward its target.
Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are clearly incapable to replace in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new approach from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This cycle will, certainly, endure.
Tactical Assessments
It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is impossible to compel Moscow to surrender the territory that it already controls in Ukraine's occupied territories.
The issue is that while accepting these circumstances, US leadership does minimal to discourage Russia, through words or deeds, from assuming that the status quo will not shift further in its benefit in the near future.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but avoiding a complete military breakdown until circumstances change in its benefit.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
